Agenda Item #1. Consent Calendar.

a. Minutes of the January 22, 2003 Meeting

Commissioner Ische made a motion to approve the January 22, 2003 minutes. The motion was seconded by Commissioner Johnson and passed unanimously on a voice vote.

Commissioner Ische made a motion to ratify the checks and claims. The motion was seconded by Commissioner Johnson and passed unanimously on a voice vote.

Agenda Item #2. Collaborative Activities: Results of Construction Waste Reduction Project.

Michael Reed, Ramsey County, gave an overview of the construction waste project.

Dr. Tim Townsend, University of Florida subcontractor to URS, and Sabina Ylinen, URS, presented the results of the demonstration projects and reviewing the recommendations and conclusions of the Construction Waste Project Report. Ms. Ylinen noted that overall the demonstration projects showed that there are many opportunities for recycling of construction waste in the SWMCB area that are currently underutilized. The Report makes many recommendations such as: pay-as-you-throw system which might motivate builders to reduce the amount of waste generated; reuse of construction materials; operation of a central construction waste processing facility in the State would be beneficial to reuse of wood, brick, shingles and collection and recycling of cardboard; strong policies and economic incentives could encourage recycling of construction waste; financial incentives would utilize processing facilities; and, an advance disposal fee to raise revenue for management of waste produced from the product after use. Keith Swenson, Pulte Homes, noted that the House Environment and Natural Resources Committee members seemed very interested in the project during the February presentation.

Commissioner Stafford thanked the private sector firms for participating in the Project. Commissioner Workman asked what the cost is to builders to recycle construction waste. Marty Gergen noted that Pulte Homes estimates that recycling cost $75 more than disposal per address. Commissioner McLaughlin noted that policies seem to suggest double taxation and fees and he questions whether these taxes and fees would be enough to cover the $75.00 cost per home construction site. Mr. Gergen noted that he believes it would.

Agenda Item #3. Management and Regional Policy.

    1. Legislative Issues
    2. Barry Tilley gave an update on the legislative session and distributed a legislative tracking report which included a bill summary. Commissioner Kordiak noted that Legislators seemed very supportive of new legislation regarding disposal of CRTs.

      Barry Tilley noted that there is a proposal at the Legislature that there be a 20% reduction in SCORE and a reorganization of dedicated accounts in the MPCA and Environmental Fund.

      Trudy Richter distributed and reviewed a proposal to include waste-to energy technology in the definition of renewable energy as prepared by the Minnesota Resource Recovery Association.

    3. Policy Plan Update

Zack Hansen reviewed the timeline for the Regional Policy Development Committee.

Agenda Item #4. Communications and Outreach.

    1. Update on GreenGuardian Campaign
    2. Greta Bergstrom and Linda Gondringer gave an update on the GreenGuardian campaign. The centerpiece of the campaign is the GreenGuardian.com web page. The draft web page was presented to the SWMCB. The campaign includes a billboard campaign beginning June 16, followed by a media event and newspaper ads in community newspapers. Counties will support the campaign by integrating GreenGuardian messages into their promotions.

      There followed a brief visit by the Green Guardian mascot. Commissioner McLaughlin suggested also placing GreenGuardian.com on the back of the mascot, so the name could be seen in all directions.

    3. Agreement with Designstein for GreenGuardian.com Web Page Services

Commissioner Reinhardt made a motion that the SWMCB authorize the Chair to finalize negotiations and execute a contract with Designstein for web page services for the term of March 10, 2003 through December 31, 2003 for a contract amount not to exceed $50,000. The motion was seconded by Commissioner Kordiak and passed unanimously on a voice vote.
